What the news of 2012 Thermal Account? New incentives for energy efficiency and for renewable heat

Recently, with the decree signed on 28/12/2012 (Account thermal) jointly by the Ministries of Economic Development, Environment and Agriculture, was introduced a radical change in fostering solutions adapted to the thermal energy saving in all its forms.

Until now, while the production of photovoltaic electricity enjoyed bodied contributions (Conto Energia), the production or thermal energy saving were using only 55% of the reimbursement of expenses incurred; however, this was done in a manner that does not make it particularly attractive the use of this form of incentive: repayment in fact was in the form of an income tax deduction for deferred over a more extended period (10 years).

The new Thermal Account earmarks 900 million euro per year for incentives: 700 million for individuals and 200 for public administrations.

The grants will cover up to 40% of the costs for the plant. The amount will be divided into annual installments (with duration of 2 or 5 years, depending on the type of surgery), paid directly on behalf of the owner of the plant by the GSE (Energy Services Manager).

The recipients of the incentive are specifically the small actions: for each technology category is in fact a maximum incentive that excludes investments of a speculative nature (which instead have characterized the access to the Energy Bill photovoltaic).

Interventions to increase energy efficiency for Public Administrations concerning the following actions (in brackets the duration of the incentive, which is in equal annual installments):

 Thermal insulation of opaque surfaces bounding the volume air-conditioned (5 years);

 Replacing transparent closures including frames delimiting the volume air-conditioned (5 years);

 Replacement of winter heating systems with existing systems using condensing heat generators (5 years);

 Installation of shielding and / or shading of transparent enclosures (5 years).

 

Interventions that can be incentivate for both Public Administrations for individuals, relative to small plants for the production of thermal energy or high efficiency systems are:

 Replacement of winter heating systems with systems using heat pumps, electric or gas, even geothermal (2 years if the useful thermal output capacity is less than or equal to 35 kW, 5 years if it is greater than 35 kW and less than or equal to 500 kW);

 Replacement of winter heating systems or heating of greenhouses with biomass (2 years if the useful thermal output capacity is less than or equal to 35 kW, 5 years if it is greater than 35 kW and less than or equal to 500 kW);

 Installation of solar thermal collectors, also matched to the solar cooling (2 years if the gross solar surface is less than or equal to 50 m2, 5 years if it is greater than 50 m2, and less than or equal to 700 m2);

 Replacement of electric water heaters with heat pump water heaters (2 years).

 

The amount of the incentive depends on several factors that vary from time to time to vary the technology in question: among these the climate zone of the intervention, the thermal power plant, the specific cost of the technology chosen, along with appropriate coefficients .

The legislature itself has provided some examples to give you an idea of the amounts, valuations are performed assuming that operations are carried out on a dwelling of 90 m2 in Rome (Climatic Zone D):

 The installation of a heat pump's electrical power of 24 kW thermal power, which costs € 6,500, would be entitled to an incentive of € 2,772 (€ 1,386 per year);

 The realization of a solar thermal plant with a surface of 4 m2, which costs € 3,600, would result in the sum of € 1,360 (€ 680 per year);

 The installation of a pellet stove 22 kW thermal power, which costs € 4,000, would see recognized 1'392 € (€ 696 per year);

The ministries that have issued this decree believe a tool "essential to achieving and exceeding the European environmental targets for 2020" and able to be able to give "an impulse to the production of thermal energy from renewable sources (biomass heating, pumps heat, solar thermal and solar cooling) and accelerate projects for upgrading the energy efficiency of public buildings. "
