The Thermal Energy Bill: what is it, what incentives expected, those who can use, some examples

Good news for those who want to replace your old boiler with a modern heat pump, or those who prefer to install solar panels to meet your hot water needs: the government recently published the final version of the long-awaited "Thermal Energy Bill," which he helps to expand the range of incentives available to citizens and public administrations in the field of renewable energy.

The mechanism developed by engineers provides for the payment of a grant of between two and five years, through the GSE (Energy Services) which is a company controlled by the Ministry of Economic Development. Measures eligible for aid for individuals are listed below:

1. replacement of heat generators with electric heat pumps and gas, including heat pumps for the production of sanitary hot water

2. replacement of boilers with heat generators, fireplaces and stoves fueled by biomass

3. Installation of solar thermal collectors and solar cooling

To these interventions, for the sun public administrations, are also added the replacement of fixtures, the thermal insulation of the walls (thermal coats), the installation of shielding systems and shading and the replacement of old boilers with modern machines condensing .

Interestingly, the mode of provision of incentives is different depending on whether it's energy efficiency measures or production of heat from renewable sources: in the first case you are entitled to a percentage of the costs incurred in the second case the incentive is commensurate to renewable energy production and energy savings achieved. It also changes the time horizon of the benefit based on the importance of the intervention, they speak of five years for measures to increase efficiency and production of thermal energy with power higher than 35 kWth and 50 square meters of floor space for solar panels, while for all other cases, it passes to two years.

Not being an intervention focused on the tax (for individuals it is evident complementarity with the deductions of 55%), financial coverage will be guaranteed by contributions out of the natural gas tariffs, which means that will be borne by the community along the lines account of what happened with the solar energy. In order to keep spending under control, therefore, it is expected that the decree will undergo a first update after two years of its entry into force.

A few examples: if Mr. Mario Rossi decides to replace his old boiler with a heat pump, claiming an expense of € 6,500, would be entitled to an incentive of € 2,772, if you decide to install a pellet stove instead, at a cost of € 4,000, would have a incentive of € 1,392, and if he  install on the roof of a home system with solar collectors of 4 square meters, at a cost of 3600 €, could count on an incentive payment of € 1,360. All of these incentives would be granted to Mr. Rossi in two years.
