What's new provisions of Decree 2012 for infrastructure, transport, construction and territory?

The Council of Ministers approved the decree introducing new infrastructure and simplifications in the productive sectors crucial to the country's development, such as infrastructure, transport, construction and territory.

The bill introduces, among other things, the public consultation for the realization of the works of strategic interest and also provides for the reduction of charges to encourage the recovery of existing buildings. The public consultation aims to increase the level of involvement of local communities in the process of realization of strategic projects for the country.

The measure also provides for a simplification of the approval procedure only CIPE the preliminary design and the procedure of environmental impact assessment. The new uniform approval process by the CIPE project preliminary work is completed, with the review of the implementation time. Furthermore, as part of the investigation projects related to works subject to environmental impact assessment procedure, it will set a deadline of 30 days for the submission of any comments referred to the Ministry of Environment by public entities and private individuals concerned.

The draft bill introduces, then, more flexible rules for the allocation of the execution of work between the companies that participated in the tender for joining in a group, while also providing percentages other than those corresponding to the shares indicated in the tender .
